Thank you for an engaging and excellent Fundraising and get-together event last night. Foremost, I would like to congratulate on Brother Amjad Waince as ISCC's incoming President effective January 1, 2022. I would like to congratulate the new Board members and Board Officers. I am confident that under Brother Amjad's leadership, ISCC will prosper, Insha Allah. Completing my two terms, I would like to thank all of my Board members team for their support.
I will not embellish or take your valuable time in listing achievements and stride made in last few years as it is more important for me that you know that as brother to you and to your families, I have truly valued your support. As my term expires in less than 18 days on December 31st, I only ask a final request in my current capacity that you kindly give whatever you can and maximum donation you can during these last few days. You will be part of this December's donors group who will make history. With your donation in last 18 days, we will be able to pay down the entire loan and the ISCC will be loan and debt free and the House of Worship will stand on its own. (Eid-ul-Adha prayer will be performed at the ISCC House of Worship on Tuesday, July 20th, Insha Allah. The timing of the prayer has been announced on the ISCC WhatsApp group and for the safety and security reasons, the prayer time will not be posted on the ISCC website. Worshippers are requested to arrive at least 20 minutes before the prayer time and they must park their vehicles appropriately in the ISCC parking lot and not block any parked vehicles from leaving. Vehicles should be parked on the side of shared driveway with other neighbors and/or on the neighbor's grass property. ISCC is requesting families to carpool if possible.
Due to global COVID-19 pandemic and rise in cases again, please note that all worshipers who are going to attend Eid-ul-Adha prayers must:
a) wear facial masks that covers mouth and nose for the entire duration.
b) bring prayer mat with them if they would like to do so.
c) perform wuddhu at their home.
d) observe six feet of social distance guidelines except with their family member(s).
e) not handshake and must not embrace any other person except their family member(s).

b) Write a check to "Islamic Society of Carroll County" for the appropriate membership fee and write "2021 Membership fee" in the memo of the check. Please do NOT send cash.

Phased Re-Opening of ISCC House of Worship: Standard Operating Procedures

Assalam-o-Alaikum ISCC Community
The global COVID-19 pandemic has required Islamic Society of Carroll County (ISCC) to ensure that we have Standard Operating Procedure (SOP) in place not only to ensure health and safety of our ISCC community. As an established organization, it is essential that the organization has SOPs in place to not only reduce the spread of the virus but also ensure that we do not cause any unnecessary illness among our ISCC community members or the larger communities – latter due to our in-person interactions.
Earlier this week, I reached out to the Health Officer at the Carroll County Health Department office. We also looked at current guidelines that have been established by at least eight other faith-based non-profit religious organizations in Maryland. This is to ensure, as elected leaders, we not only look at the risk assessment of any stages of ease of restrictions but ensure that we are in compliant with all health regulations codes at the federal, state and the local levels. I am very proud that we were one of the most proactive religious organizations that suspended prayers at the House of Worship before the Governor's annoucement as nothing is more sacred than the life of an individual and our decision was solely for the health and safety of our ISCC community. We are aware of the evolving nature of this pandemic and will communicate with the ISCC community of any further ease or restrictions of the use of House of Worship (HoW).
After consultations, the following are SOPs that have been established for the members and the visitors of ISCC House of Worship. They are enforced until further notice or an update to this communication has been posted and communicated with the community. It is my pleasure to announce that ISCC community can come and offer prayers starting this Friday, June 19th, Insha Allah.
(i) ISCC House of Worship will reduce its occupancy to 50 people inside the building.
(ii) Only prayers are to be performed at the House of Worship. All educational and ISCC sponsored social activities remain suspended.
(iii) All worshipers who are going to attend prayers must:
a) wear facial masks or clothing that covers mouth and nose for the entire duration they are in the building.
b) bring prayer mat with them.
c) perform wuddhu at their home or work before coming to the House of Worship
d) observe six feet of social distance guidelines with the exception if they stand next to their own members of family from their own homes.
e) not handshake and must not embrace any other person.
f) bring their own Holy Quran book with them if they wish to read Quran or any other Islamic book. We are strongly recommending that people coming for prayers do not touch any books on the bookshelf in the worship area.
g) refrain from touching any chair or tables
h) bring sanitizing wipes to wipe down chairs in prayer area if they require the use of chair in the worship hall. Those wipes must be disposed immediately in the garbage bins in the pre-worship area after a single use.
i) refrain from touching or opening the refrigerator or taking any item from the refrigerator in order to control contamination.
(iv) All persons over the age of 65 years of age are strongly recommended to not attend and not pray inside the building. If they are coming with other family members, they are recommended to pray on their own outside the building.
(v) All persons who are not medically feeling well or have compromised medical immunity are strongly recommended to not attend and not pray inside the building.
(vi) Restrooms will be open for the purpose of washing hands only. Soap and paper towel will be provided to wash hands.

Salaam all current students and parents of Iqra Academy
I know that the last few several weeks were challenging for all of us not only ISCC for prayers but also Iqra Academy as well.
Please share this message with your children - You were challenged to complete your regular school via remote instruction and I hope you kept up Islamic course instruction of Iqra Academy with either synchronous (live online teacher directed) classes or asynchronous (self-paced but teacher directed) instruction since in-person classes were cancelled. If you believe you have fallen behind or you want to stay engaged, please reach out to Islamic classes teachers to determine how you can keep up on the curriculum for the year during summer or stay ahead. This is to the similar model that the public schools have for students who believe that they fell a little behind in their curricular goals. Of course, stellar students will always be ahead to be the superstars so please work with your parents to catch up if that is needed! I apologize that our Quran classes were interrupted. Insha Allah, we will start them soon but during the summer, we hope that you are reading the Quran, reading the translation on a daily basis or at the least once a week! But please do remember that summer is the best time to be outdoors - even if that means to be in the front lawn, back lawn. on the deck, on the patio, on the driveway or even putting a chair at the front door and enjoy watching the birds, insects or reading a book and make sure that you unplug from technology and especially from online games!

Parents - As you are aware that the public schools have not made any announcements. I have been in touch with both the Superintendent of Carroll County Public Schools, Dr. Steve Lockard and even the Maryland Superintendent, Dr. Karen Salmon, who is in charge of all the school systems in Maryland. They are looking at various options. Since the global COVID-19 pandemic is so fluid with almost daily changes, ISCC will wait as long a possible to make a decision for the 2020 - 2021 school year (September 2020 - June 2021) as that will require consultation with the Health Department and Iqra Academy Islamic and Quran classes five teachers as well. If you have ideas, we are listening and please share them with teachers only and not on the group to reduce the Whatsapp messaging back and forth. Due to the nature of the fluidity of the situation, we are hoping that we will convene a meeting of the teachers closer to the date and perhaps have an announcement for you and the ISCC community by August 15th. Just like for ISCC prayers and Standard Operating Protocols (SOP) that will be arrived this week, we will ensure that it is arrived after a heavy research of other organizations' best practices and in line with guidance with the Carroll County Health Department and that by CDC. We will be talking to Iqra Academy teachers as various learning modes and delivery styles may have to be thought in advance as possible options. The Carroll County's senior most Health Officer is in contact with us and will be guiding us through the process as well. We are hopeful that after all the consultations and by August 15th, we will have a decision for the ISCC community and application for 2020 - 2021 school forms will be sent to you via Whatsapp as well to complete.

Message to our ISCC Families and Beyond - Social Unrest in Our Community and in the Country
Islamic Society of Carroll County cannot remain silent during the trying times of social unrest in this country. Islam is not just a religion of peace and tolerance but a religion that ensured everyone is treated equally and fairly. The Prophet Muhammad is our best example of a human being who not conveyed Almighty Allah’s message to humanity but also lived an exemplary life for all of us to follow.
With that, we would like to share an excerpt of his last sermon that he gave on March 6th in the year 632 AD. “O People, lend me an attentive ear, for I do not know whether, after this year, I shall ever be amongst you again. Therefore, listen to what I am saying to you carefully and take these words to those who could not be present here today. .......... All mankind is from Adam and Eve. An Arab has no superiority over a non-Arab nor a non-Arab has any superiority over an Arab; also a white has no superiority over a black nor a black has any superiority over a white – except by piety and good action.......Do not therefore do injustice to yourselves. Remember one day you will meet God and answer your deeds.....Do not oppress and do not be oppressed.........So beware: do not stray from the path of righteousness after I am gone." Even at a time where racism was much prevalent and practiced far more than witnessed in the modern history, the Prophet Muhammad strived for anti-racism in the society. He also ensured that the community took care of for not just orphans but also those who were marginalized by the society while spreading the peaceful religion of Islam to others. That is a principle that all Muslims must adopt as each one of us as the collective fabric of humanity will be accountable for every individual actions on the Day of Judgement.
Even long after the Prophet Muhammad passed away, his companions ensured that humanity in our hearts remained instilled. Umar ibn Al-Khattab used to walk through the streets almost every night to ensure no one was ill and no one was going to sleep hungry. As Muslims, it is imperative that we do our part to ensure that we are forces of change to bring forward a society that is just for everyone regardless of their religion, race, gender, geographical origin, social or economic status. Whenever we witness an act of discrimination, it is our duty to not only stand up for the victim(s) whoever that may be but ensure that we are part of the voices that change such a shift to justice for all. In the end, we are all equal except as the Prophet Muhammad who reminded us that the measured difference between us will be by our piety and our deeds.
We conclude with what Almighty Allah tells us directly: “Verily God commands justice, excellent conduct, and caring for one’s relatives, and He forbids all forms of immorality, evil and transgression. He admonishes you so that you may take heed.” (Quran, 16:90) and “Let not the hatred of others towards you prevent you from being just. Be just, that is closer to piety.” (Quran 5:8).

Iqra Academy Cancelled for Sunday March 15th
With the first confirmed case of COVID-19 in Carroll County as of 1:45 pm ET, Iqra Academy classes for this Sunday stand cancelled.
In due time, I will ask for the Board to meet remotely to decide on Jummah as we get more facts in the next few days. Please stay tuned to all the details and updates on this website for ISCC related matters. Even though CCPS has not made any decisions for events that are held on public school grounds for this weekend, I am proactively taking the decision of cancellation and please know it was not taken lightly but taken for the welfare of our community.
Board Members - I am requesting a phone conference meeting with all of you on Wednesday, March 18th at 8:30 PM for a decision on further ISCC operations. Information about phone number for phone conference will be shared with you by 4 PM on that date.

Iqra Academy Cancelled for Sunday March 15th
With the first confirmed case of COVID-19 in Carroll County as of 1:45 pm ET, Iqra Academy classes for this Sunday stand cancelled.
In due time, I will ask for the Board to meet remotely to decide on Jummah as we get more facts in the next few days. Please stay tuned to all the details and updates on this website for ISCC related matters. Even though CCPS has not made any decisions for events that are held on public school grounds for this weekend, I am proactively taking the decision of cancellation and please know it was not taken lightly but taken for the welfare of our community.

Assalam-o-Alaikum
I do realize that this is a very long communique but please know the work done in the last few weeks deserves a long communique. I am requesting our ISCC Family not just only to read this communique but to kindly act on the recommendation that are listed.
As each one of you is aware that ISCC Officers have been very careful with the use of the donated funds and we have shared major projects that are underway. ISCC was highlighted not just in Carroll County Times but also we have 16 visitors that included people in local, county, State offices and judiciary as well.
Safety of membership and the safety of our ISCC building has been a very concern for the Officers for a very long time. If you remember, due to safety of poisonous animals, we had removed the benches along all the sides of the building walls few months ago.
With the limited funds we had, the Officers spent their valuable time in both researching and purchasing of security camera system that would be both affordable, best for the price and surpass what we needed. Masha Allah, we were able to purchase that.
However, two questions remained for ISCC Officers:
1. How do we afford an expensive installation?
2. How do we afford security cameras installation both inside and outside the building?
3. Identify all security risk concerns.
We reached out to security firm who completed the installation of camera system for both inside and outside the building and also we can now two very large TVs inside the pre-worship area and Musallah area where we can monitor the cameras when needed. We also reached out to Gary, our friend, to complete the necessary safety risk work that needed to be done.
Now, I could have just said all in one sentence but perhaps I must share why we are in so great debt to the four gentlemen.
Let us start with Gary.
Gary had installed Fire extinguishers and the adhesive tape marking – the latter was coming off as some of our walls are not smooth walls.
When Gary found out that we had an issue with safety and security, he told me that he would take day off from work. Let me repeat that again: Gary took a day off from his part-time work in Home Depot of 8 hours to work at ISCC for few hours to complete that. I do not think I have that much love for ISCC as Gary does as I would think twice of taking a day off from work for ISCC. Gary made that decision in less than two seconds. The very next day, Gary was there and he installed better Fire extinguisher signs, installed rods and curtains for the windows in the prayer area, rods and curtains over the door in the pre-worship area, rod and curtains in the office areas and posted signs outside the building.
Now let us go to Security Camera installation team:
Brother Job, who runs a security camera installation company told me that he would send his team right away. Brother Yameen drove the very next day – driving 3.5 hours to assess the installation needs.
Brother Job, after assessment, informed us that he would donate the cost of installation. Again, I do not think I am that generous enough to donate even 1/50th to ISCC of a brother Muslim who is not even in the community decided in one quick text to me decided to do. There are just no words that I or my fellow Officers have of his generosity.
However, it just does not end there. Brother Yameen, and two more brothers came just two days after to start the work. They worked in ISCC – a metal building – all day from 6 am to 6 pm on two hottest days. I went several times and each time, they had a smile and reminded me and all of us that they were glad to help us despite the unbearable heat.
I will share few heart-shaking moments with you:
They told me that they would be at ISCC on both of the two days to start early at 6 am. Masha Allah, on both days, even though they had more than 1 – 2 hours of drive, they arrived at 6 am sharp. They taught me and all of us the value of time and forever, I am going to use their examples to our membership of why we must value time and start our activities on-time.
After arriving, both days, they just did not start their work. On both days, as soon as they walked in, they went right away to Musallah area and offered prayer and then started their work. As I was watching them doing wuzzo and pray before the start of the work, I was reminded of why we have an ISCC organization – a Muslim organization and I literally felt that we must have done something right when we have a place for Muslims to pray and we have these shining stars who offer prayer before a major milestone project for a building whose sole protector is the Almighty Allah.
On both days, they never asked for food and drinks. As all of you know, there is no convenient gas station or food place that they could just walk up to or drive to without losing crucial time. I am thankful to a brother – who does not like me to mention his name but I must – Brother Javaid – who was very kind to take breakfast and lunch for them. This is at the very least we, as community, could do for them. During my visits on both days to know how the progress was going, none of the three brothers ever complained about the 100 degree hot weather outside or inside the building and every time I asked, they said with a smile. “Masha, Allah – it is going very well”.
There was a time when we found out that a major component was missing from one of the security camera boxes but they figured out. They could have easily stopped their work till we ordered the missing part but they solved the problem generously.
SECURITY AND SAFETY PROJECT MILESTONE: We have now completed the following:
All windows are covered.
All fire extinguishers are on the wall and better signs installed
Notice signs installed outside the perimeter walls.
Six cameras installed (professionally) outside the perimeter
Five cameras installed (professionally) inside the building – two installed in the Musallah area and three installed in the pre-worship area
One large 50 inch monitor installed in the pre-worship area to monitor outside
One large 50 inch monitor installed in the Musallah area to monitor outside
Monitor system that is used to view the cameras of the building inside of the building - all areas are covered by the cameras.
DVRs recording will be made – that saves 30+ days of recording that is securely located in the building.
Finally, congratulations to the ISCC Family that we have completed this milestone safety and security project. Please do ensure that you thank the tireless work of each of my five Officers (Sisters Jasmine & Zubia and Brothers Amjad, Iltaf & Javaid) under my team who have worked so hard behind the scenes - who are not paid but volunteers.

I am sending this communique with regards to the meetings the last two weeks that ISCC has hosted and how to move forward as a non-profit religious organization of Islamic faith.
Foremost, I am hopeful that all of you are attending the Potluck Picnic at Gifford Pinchot State Park (PA) this Sunday, September 2nd. If you have not already, please send your RSVP to Ms. Jasmine Khan.

Foremost, I would like to make a short statement of my and Officers’ deepest thanks to members who stayed after Eid prayers to listen to 15 guest – some who are currently in the current position and running for re-elections and some who are running for positions for the first time. Our membership heard from candidates for US Senators, State Senators, MD House Delegates, MD Attorney General, MD Comptroller County Commissioners, and Board of Education members - click here for the names of guests. The guests were not only kind to attend but they stayed from 10:00 am to almost 11:45 am on Tuesday, August 21st.
I would also like to thank the membership who attended the yesterday session (Wednesday, August 29th) where we had the sitting Attorney General of Maryland, Mr. Brian Frosh, who attended despite one of the hottest days we experiences of this summer yesterday. Also, the membership had a special surprise treat of a current Principal, Mr. John Baugher, of a high school who has served as Principal of two high schools and has been associated with Carroll County Public Schools (CCPS) for almost 25 – 30 years. I would like to thank the membership as the program was elongated due to interest and the membership stayed from 5 pm to almost 7:15 pm. Also, I would like to thank members of various Islamic organizations in the surrounding Baltimore County who sent their representatives to the event yesterday.
As your organization’s President, I have sent Thank YOUs to the guests who attended Tuesday, August 21st session and I will be sending a Thank You note to our guests (Mr. Brian Frosh and Mr. John Baugher) from yesterday event as well within the next 24 hours or so.
At the meeting last week and yesterday as well, the community brought up a lot of issues and I would like your support to have the organization move forward in the following ways while ensuring that the organization does not endorse any one political party or a candidate and we provide a platform for our membership to make a sound decision.
Public Thank You: I am considering having a press release that will be sent to Carroll County Times where we will acknowledge the names of the guests who attended and how the members of ICC look forward to both positive contributive and collaborative environment as citizens of this great county (Carroll County) that we call home. I would also like to thank Carroll County Times in that press release – please see my thoughts below.
2. MOVING FORWARD: Law Enforcement Agencies in Carroll County
I am authorizing the organization’s Vice President, Mr. Arshad Javaid, to start establishing contacts with the three law enforcement agencies starting October and invite the Chiefs/Commanders preferably (or their representatives) to attend the Saturday, December 1st, 2018 Community meeting at ISCC. I believe it is vital for not only the organization but also for our community to foster good relations with law enforcement agencies in the county. However, we both need to do much more than “Meet and Greet”. As an organization, we ought to put recommendations to law enforcement agencies such as to not only include general diversity training but also include information about Muslims in Carroll County in their manual. This is vital as we will start members of law enforcement as SRO in our schools as well. It dumbfounds me to hear that they have even one representative who is not aware that there are Muslims in Carroll County. We have experts among us, such as Brother Jameel, who has provided training to police academies in other jurisdictions for years and it is high time that we at the very least offer such recommendations that they take advantage of such an offering of training in their academies. It is our home that Attorney General will continue to recommend law enforcement agencies to include such training in their academies. Of course, ultimately the decision will be left to each law enforcement agency but we would have done our part. Also, at the December 1st meeting, it will foster them to meet us as well. Over the last two weeks, I have heard so many times that it was someone’s first visit. ISCC has been established its home for the last 8 years in the current physical address and let us start hearing “I have been here many times and I enjoy coming here!” statements. Some of our members have lived in Carroll County for almost 30 years! I am going to request Brother Javaid to communicate with Maryland State Police, Carroll County Sheriff's Office and Police Departments of all towns that serve Carroll County. As I read a quote yesterday, these law enforcement personnel are our neighbors and citizens of the county who swear to protect the county citizens and it is high-time that we invite them so that we break the barriers of them not knowing us despite being neighbors!
3. MOVING FORWARD: MEDIA
In past, I am aware that members of our organizations wrote articles. However, I do believe, that last Eid celebration is the first in at least 10 years I have been in Carroll County and perhaps the first time where Carroll County Times not only covered the Eid prayers, social gathering but also covered Muslim families following the Prophet’s Abraham footsteps and his love of God by sacrificing an animal in local Carroll County farms and the families having a wonderful time. Our celebration made the front page and Carroll County Times shared 12 photographs from the organization site and the farm on its website. The parent company, Baltimore Sun, also shared that story with pictures as well.
As you know very well, media has one of the largest – if not the largest impact – in both portrayal of a positive and/or negative picture of a person and group of people or organizations. I am looking for volunteers who would be willing to write a summary of our events and at the very least we send it as a Letter to Editor or as a media article with a request of publication. Moreover, I am authorizing General Secretary, Ms. Zubia Usman, to reach out to Carroll County Times to attend Dec. 1st meeting where we will have law enforcement agencies invited to the event.
4. MOVING FORWARD: Carroll County Public Schools (CCPS)
I am very grateful to Mr. John Baugher, Principal of Westminster High School, who attended the event yesterday. He was to be a listener at the meeting yesterday but was very kind to engage the community for a good 40 minutes at the event yesterday. He and I have talked previously and he is well aware that ISCC did not dive into the Hijab issue when the former Principal was at the helm of the school and when Mr. Baugher took the position of Principal of the high school last year, the school went through a healing phase and have come out better and more stronger. However, from the engagement with him – even though he does not represent the central staff of the CCPS, very good recommendations came to the floor that I would like to share with the group:
a. If you see an incident that troubles you, please report it to your school’s Principal.
b. Please talk to your child’s Principal to determine if the schools holds or celebrated Cultural Awareness Day and how we can positively contribute to that. Please know that ISCC has attended and participated for both of the CCPS system-wide Culture Expo for the last two years. However, we were made aware that some schools do similarly on much smaller scale internally and I believe they will be open to ideas to have our children contribute to such events.
c. For classes and courses where comparative religion is one of the content material, reach out to your child’s Principal and see if he/she would be open to having 3-4 guests of various religious faiths covered in that content matter and deliver guest lectures.
d. I am going to call a Board Meeting shortly and we are going to come with a statement that will be shared to Board of Education members to at very least mention the holidays of Islamic faith in their calendar.
Board of Education - CCPS System-wide
I ) Eid: Said that, I want all of us to go beyond. We only have two Eids a year and for the next few years, only of the will fall during the school calendar year. I would like the membership to discuss and perhaps agree with regards to Eid dates and consider following Islamic Society of North America to decide the Eid on calculation basis. This will help to give the exact Eid dates well in advance to the school system. I would like this to be a discussion topic at the December meeting pending Board approval of the agenda for that meeting.
II) Bullying: Sadly, at the meeting yesterday, I learnt from two parents who privately informed that their children had been subject of bulling at the school. I know sometimes it is tough for a parent to speak about it and sometimes they are constrained not to talk about it because the child does not want to be at the center stage. However, ISCC is your organization. You have elected Officers to represent the organization. I can say this for all Officers, ISCC will gladly attend Board of Education meetings where we can bring such to light without naming the child or even the school. Awareness is the key!
Moving Forward: Monthly Potluck Dinner on Overdrive with Invited Guests and Friday Prayers!
Finally, I would like to take advantage of our monthly potluck weekend on Saturdays starting in October to accomplish at least two goals other than enjoy downtime with each other:
a. I would like your Board Officers to invite guests speakers who speak for 10 – 15 minutes on a matter of religious obligation. If you remember, the last one we had one was the importance of writing a will that would be in compliant with both the US laws and in accordance with our faith.
b. I would like to have “Get to Know your Muslim Neighbor” where we invite a selected group to our monthly potluck dinner. This could be such that one month we invite leadership of various churches, the next month we invite students from colleges through their Diversity clubs and third month we could invite Principals from various schools. With that, I would like the Officers to work to see if we could invite all of the current and candidates for Board of Education (CCPS) at the Saturday, October 6, 2018 potluck dinners.
c. I would like the Officers to determine if there are external groups who would like to come and observe Jummah prayers, we will accommodate them as well.
Moving Forward: Air Conditioning and Security Cameras
I have already talked to few Board members. I am going to request a meeting of Board members soon and I will recommend Board to authorize Mr. Amjad Waince, Treasurer, to look at costs for installation of air conditioner at least in the prayer area and our foremost priority of installing at least 5 - 6 security cameras at the organization site.
Moving Forward: Iqra Academy School
We look forward to Iqra Academy School starting Sunday, September 9th for its 2018 - 2019 academic year. ISCC will institute an application form process that will be shared to the current Iqra Academy parents.
Moving Forward: Membership Due (Year 2019)
Mr. Iltaf Khan, will be tasked shortly to contact the members to kindly pay thier membership dues. The membership payment helps the organization in multiple ways of small one-time costs that add up very quickly. Please reach out to Brother Iltaf Khan early to complete your membership and pay the organization dues. I am also requesting ISCC Family who are not paying due members to kindly become a paying due member. Please remember, ISCC is able to run financially through and solely through donations and membership dues. Thank you. Ideally, we would like all membership paid no later than November 30th for next year.
Please do remember to thank each of the ISCC Officers as well - every one of them is a volunteer who has taken a lot of their time away from precious family time to get the organization keep forward. Again, see all of you on Sunday, September 2nd.

On behalf of all the Muslims in the Carroll County, I would like to send our Christian brethren in the county and beyond our best wishes during this period that is filled with spiritual fulfillment, peace, friendship and love for all!
Whatever maybe your religious reasons of observing a celebration this season or maybe perhaps not, take this holiday break to reflect on your contributions of selflessness to humanity. In Islam, we respect Prophets Abraham, Noah, Moses, Jesus, Mohammad and countless others not only because they were appointed as one who fulfilled God’s mission but also they openly served humanity and did so despite all odds in their lives an examples for others to follow their steps.
So let us commit that we shall too serve humanity - regardless of skin color, gender, ethnicity, national origin or whatever label people may choose to divide us with- and serve loudly, openly and proudly. While donating wealth and goods is found best to be done privately, serving humanity must be done openly and proudly to let the light of humanity shine!

I am requesting the Chairs of each Committee to call a meeting of their group and report at the Board Meeting on Oct. 29th with proposals, accomplishments and ideas to share with the Board and also with the General Membership Meeting in December. The Chairs of the Committee are named as per ISCC Constitution. I would like to request the Chairs to call the meeting of their committees at their earliest. I had requested the formation of committees in February of this year as well.

ACTION TAKEN BY BOARD OFFICERS: The Board Officers have voted and agreed to the following proposals on Sunday, Oct. 8th:
1. Approval of payment for the $50 towards the $500 cost of monthly payment of Quran teacher. The rest $450 is borne by parents. A proposal to all Iqra parents will be shared at the Sunday Oct 15th for implementation, if agreed, starting January 1, 2017. The recommendation from Iqra Academy will be brought forward to Board Meeting on Oct. 29, 2017
2. Landscaping of the three sides of the building (currently a safety issue) and removal of the shed from the current location. Cost be no more than $4000.00 - $4500.00
3. Unused large items at ISCC be removed.
4. Removal of items from the Renter's garage on good faith. Cost of approval: Cost be no more than $500
5. Purchase of Ride-on Mower(at least a 48 inch) with leaf attachment after research of prices and quotes. Cost: no more than $4000.00
6. Approval to review proposals for regular pest control by an external company. Cost be no more than $1000 per year for such services.
7. Approval for quotes and feasibility study of sprinkler system with all quotes in to ISCC via writing no later than Dec. 1st, 2017.
8. Approval for quotes and feasibility study of HVAC system to be received to ISCC via writing no later than Jan. 1, 2018
9. Ad-hoc Committee to Review ISCC Constitution: Br. Javaid Arshad, Br. Imran Khan, Raza Khan and Sister Zubia Usman. All review for consideration will be voted by General Membership at the Dec. 2017 meeting.
10. Approval for replacement of current sinks (currently a safety issue) in the men's bathroom as per agreed upon specification. Quotes will be entertained before approval of the project is given.
11. Approval for paint areas for select portion of the main hall floors for the community to play a sport.
12. Ad-hoc Committee to Review Membership forms: Br. Iltaf Khan, Br. Imran Khan and Sister Zubia Usman. The ad-hoc committee will report to the Board at its Oct, 29, 2017 meeting with recommendation(s) for approval.

MUSLIM COMMUNITY MONTHLY POTLUCK - CANCELLED
ISCC will cancel the monthly Community Potluck event due to sudden death of Brother Imran Khan who passed away unexpectedly.

EID-UL-ADHA ANNOUNCEMENT - Friday, Sept. 1, 2017
Friday, September 1 will mark the 10th day of month of Zhul Hijja 1438 in the Islamic calendar and will be the first day of Eid-ul-Adha .
EID PRAYER
One Eid prayer will be offered at ISCC on Friday, September 1. We recommend that community members arrive no later than 8:40 am. Congregation prayer will be offered at 9 am sharp.
Parking: ISCC does request that community members do NOT illegally park at the facility and kindly do NOT park on any of the neighbors' grass! Thank you!

ISCC will host a potluck brunch following the prayer. Please feel free to bring whatever you would like to share for the potluck brunch. Water, soft drinks, paper products such as plates, napkins and utensils (forks, spoons and knives) will be provided by the ISCC for the event.
EID POTLUCK PICNIC - ROCKY GAP STATE PARK
ISCC requests the attendance of the Muslim community to attend the Eid Potluck Picnic at Rocky Gap State Park on Saturday, September 9th. ISCC has paid for and reserved White Pine Shelter at the Park. ISCC requests each family to pay at least $20 to cover the costs of the paid reservation. Ramadhan Mubarak
On behalf of the ISCC Board, Ramadhan Mubarak wishes are your way and to your families. Insha Allah, we will start for this holy month starting tomorrow, Saturday May 26th. Few important information:
Isha Prayers, Taraweeh Prayers and Witr Prayers Offered Every Night
ISCC will hold Isha prayers, Taraweeh prayers and Witr prayers every day, Insha Allah starting tonight. We request those who will join the prayer congregation to come by 10:10 pm so that they can pray Sunnah prayers. We will start Isha Fard prayers at 10:20 pm sharp. We anticipate that we will done with all the nightly congregation prayers by 11:30 pm.
Iftar Potluck Dinner
ISCC will hold Iftar Potluck Dinner every Friday and Sunday evening during the blessed month of Ramadhan. ISCC welcome donations at such event and during Jummah prayers.
Additionally, ISCC welcomes families on other evening for Iftar. If you do so, please make sure that YOU ARE RESPONSIBLE FOR CLEAN UP AND YOU MUST TAKE ALL TRASH WITH YOU. Trash bags will be provided at ISCC.
IFTAR DINNER FUND-RAISING EVENT
Please remember to attend the Iftar Dinner Fund-Raising event on Sunday, June 4th at ISCC. We look forward to as many community members participating. Please feel free to bring your friends as well. If you cannot attend, you can leave your donation for this event on any other prior event.

Annual Interfaith Potluck Dinner - May 13, 2017
Muslim community is invited to attend the annual Interfaith Dinner at St. Paul United Church of Christ in Westminster, MD. ISCC members has actively participated in past. All families are highly encouraged to bring one dish as it is a potluck dinner.
Reading of Holy Quran and Community Dinner - May 6, 2017
Muslim community is invited to attend and read Quran Majeed to benefit the deceased mother of Brother Javaid and Sister Humaira and mother-in-law of Brother Amjad. The reading of Quran Majeed will start from 6 pm at ISCC. The family will provide the dinner after the Maghrib prayers. All families are invited.

Quran class added to Iqra Academy. Masha Allah!

Quran class has been added to Iqra Academy at ISCC. The fees for the Quran classes is $70 per month (for four Sundays) per child. Discount is provided for multiple children
Iqra Academy schedule for each Sunday:
11 am - 1 pm: Islamic teaching
1:10 pm - 3 pm: Quran class.
The students, teachers and parents will offer Zuhr prayer around 1:30 pm

EID-UL-ADHA (1437H) - September 12, 2016
Eid-ul-Adha prayer will be held at ISCC Insha Allah on Monday September 12, 2016.
1. Please arrive at ISCC location between 8:30 am - 8:40 am.
2. Eid prayer will be performed starting at 9 am sharp.
3. Please feel free to bring in whatever you like to share for the potluck gathering following the Eid prayer/
PREPARATION FOR EID-UL-ADHA AND EID DAY
From Dr. Raza:
1. ISCC had to postpone the clean-up of the area outside and inside the property. I believe we should take the opportunity of cleaning up the area for this Eid. Also, since Eid is going to be on Monday, it will be nice to have the place set up on the day before Sunday.
2. ALL ARE INVITED to clean up the ISCC area after 1:15 pm on Saturday Sept. 10th or Sept. 11th.
Saturday, Sept. 10th: We will be cleaning the entire area and also setting the area including tables and chairs as well. It is requested from everyone to bring a case of water bottles as well for donation to the ISCC. Sister Ishrat Bhatty - kindly make sure to inform all the sisters and highly recommend them and their families to come in for an hour or so to clean up the area on Monday before they leave. Children are invited to clean up the area outside. We have a lot of trash that needs to be disposed outside that have never been touched - in the shed!! If someone would like to bring decorations for the wall, please make sure to bring in thumb tacs and tape. If people are going to bring balloons, please make sure that they are tied and have long ropes. We do not want to start before 1:15 pm on Sunday due to Iqra Academy that is held between 11 am - 1:15 pm
Sunday, Sept 11th: If you are coming, please coordinate with someone who knows the combination code for the facility. You are welcome to come any time to come and clean up. Iqra Academy will NOT be there on Sunday as it is being held on Saturday.

LATEST: Eid-ul-Fitr prayer will be held at ISCC Insha Allah on Wednesday July 6th, 2016. Please note the following:

3. ISCC will host a Eid potluck with sweets and refreshments following the Eid prayer. Please feel free to bring in whatever you like to share.
4. ISCC accepts both cash and checks for Zakat-e-Fitr. Please remember that it has to been prior to performing Eid prayer. The amount is $10 per person.
5. ISCC welcome and requests donation for the renovation of bathroom to wadu area. Please donate generously. Both cash and checks donations are welcomed.
Ramadhan: June-July 2016
During Ramadhan, Taraweeh Prayers are offered every night after Isha prayers. Isha prayers are offered at 10:30 pm
Zakat-e-Fitr (Fitranah) requirement following the month of Ramadhan
Please do remember that Zakat-e-Fitr (also commonly referred to as Fitranah) has to be paid before the Eid-ul-Fitr prayer. ISCC will have a separate box for such Zakat which will be not mixed any other donation that the community would like to make to ISCC. At this Friday's prayer and evening community dinner, Brothers Imran and Azeem will announce to the community to the use of Zakat funds. After Eid prayers, they will also announce the amount that is collected and distributed. Kindly ensure to pay the required amount of $10/person for every member of the family at your earliest. If you would like a receipt, please put your Zakat-e-Fitr in an envelope with a note that you would like a receipt and indicate your full name, email address, cell phone and/or mailing address.

Friday July 1, 2016: ISCC hosts 27th Ramadhan evening activities
ISCC invites the Muslim community to attend event in the light of 27th Ramadhan night after Maghrib prayers:
Pot-luck Iftar dinner - All members of community - whether fasting or not - are encouraged to attend.
a) The community will offer Maghrib prayers and then converse with each for few minutes.
b) After few minutes, the community will get together and aim to finish Quran at least two times.
c) Each participant will be reading one juz of the Quran.
d) At the completion of the reading, a special prayer will be offered and sweets will be distributed among all. Initially, a request was to be made to the community to donate $20 per family for the purchase of sweets. However, with the kind donation from an anonymous donor, the donor will be paying for the full cost of the sweets purchase for the community which has been ordered from Chicago, IL.
e) Children are welcome and encouraged to read as much as they can as well.
f) Iqra Academy students are also encouraged to attend the event.
